The investigation comes amid growing public concern about online gaming environments and their ability to protect vulnerable users. Roblox has experienced increased scrutiny regarding its approach to age verification and content moderation in recent months. Several state governments have filed legal actions against the company, claiming inadequate oversight allows children to encounter abusive or sexually explicit material while using the platform.

Allegations of Predator Activity on the Platform

Lawmakers highlighted multiple reports suggesting that individuals with predatory intentions have utilized Roblox to identify and target minors. These accounts describe serious incidents including grooming behaviors, kidnappings, sexual assaults, and the distribution of sexually explicit content among users.

“Roblox appears to prioritize revenue and engagement metrics over the safety and well-being of our children and the alleged criminal activity on Roblox warrants congressional scrutiny,” Hawley and Durbin wrote.

The senators’ letter included specific requests for Roblox to maintain relevant records and provided more than twelve categories of documentation the company must produce. This formal request gives the investigation legal weight and ensures evidence preservation during the inquiry process.

Roblox’s Response and Recent Safety Enhancements

Roblox leadership has publicly defended the platform’s safety record. Matt Kaufman, the company’s chief safety officer, issued a statement on Friday emphasizing that safety remains central to the platform’s design philosophy.

“We do not compromise on that commitment. We look forward to sharing the facts about how we work to protect children on the platform,” Kaufman added.

Earlier this year, Roblox rolled out multiple modifications intended to strengthen protections for younger users. These changes included implementing age verification systems that utilize both estimation technology and government-issued identification documents. The platform also prohibited image and video sharing within chat functions and deployed various filtering mechanisms to prevent users from exchanging personal information.

Additionally, Roblox created dedicated teams and integrated automated tools designed to identify and remove harmful content more efficiently. The company introduced expanded parental control features for users under sixteen, including restrictions on who younger users can communicate with. Under these updated policies, adult users and minors cannot chat unless they have established a “trusted friend” relationship through QR codes or phone contacts.

Roblox has reached settlement agreements with several states including Alabama, Nevada, West Virginia, and South Dakota. These settlements prompted many of the platform’s recent safety modifications and demonstrate the financial and operational pressure companies face when addressing child protection concerns.

Hawley and Durbin have established themselves as prominent advocates for child safety within the Senate. Last year, the senators reintroduced the STOP CSAM Act, legislation that would enable victims of child sexual exploitation to file lawsuits against corporations that promoted or hosted child sexual abuse material. The bill successfully advanced through committee in June 2025, signaling growing legislative momentum around corporate accountability for digital spaces where children interact.

The Roblox investigation reflects a broader trend of congressional attention toward technology platforms and their responsibilities to protect young users.
