“On his cart, he had a cart, he had anti-[Immigration and Customs Enforcement (ICE)] literature on it,” Barnacle explained. “When he was being arrested, he yelled derogatory terms to ICE, used bad words, obviously. He is an anti-American, anti-government extremist.”
