“To do this they developed a sophisticated internal platform to conduct large scale distillation against U.S. models, allowing them to quickly switch between multiple methods of access to avoid detection,” he wrote in a post on social platform X.

Beyond the model distillation allegations, Kratsios pointed to Moonshot’s acquisition of servers containing Nvidia’s GB300 system. The official noted that the Chinese company has also accessed identical systems located in Thailand, indicating these machines were likely deployed for training the firm’s artificial intelligence models. The GB300 represents some of Nvidia’s most cutting-edge technology, incorporating Blackwell chips that face export restrictions preventing their sale to China. Currently, the H200 stands as the highest-tier chip receiving approval from the U.S. administration for export to Chinese entities.

“The United States strongly supports the free and fair development of AI, including a thriving competitive ecosystem that spans frontier models, specialized systems, open-source frameworks, and open-weight models,” Kratsios said.

“Legitimate AI distillation used to create smaller, more efficient models plays a vital role in this open innovation ecosystem,” he continued. “However, large-scale, covert industrial distillation aimed at stealing proprietary U.S. technology and undermining American research is unacceptable.”

Broader Implications for U.S.-China AI Competition

The recent unveiling of Moonshot’s Kimi model has sparked worries that China may be narrowing the gap with American leadership in artificial intelligence. The company asserts that its system performs comparably to leading offerings from both Anthropic and OpenAI. Treasury Secretary Scott Bessent issued a warning on Tuesday that sanctions could follow if evidence emerges showing Chinese entities are appropriating technology from American corporations.

“We are finding watermarks of our U.S. large language models on many of the Chinese models, and that that’s unacceptable, Maria,” Bessent told Fox Business’s Maria Bartiromo. “So, we’re going to be looking at that in the coming days or weeks.”
